*UAE National male candidates onlyRequest you to kindly provide us with profiles for the subject role.Salary range: 30,000Dhs to 40,000 Dhs (depending on the experience and level of seniority)Contract Officer – UAE National male candidates onlyScope:To provide efficient and effective services related to Contracts and Agreements Administration activities, in line with the organization's policies and procedures, to ensure the purchase and delivery of quality services in a timely manner. Plan, Execute and finalize procurement strategies across the organization. To lead in RFP preparation and possess the ability to consolidate input on the scope of services to be procured through value added discussions with the End Users in order to manage the bid processes, negotiations, evaluations, recommendations, contract document preparation, functional reviews and acquiring approvals according to the Delegation of Authority.Functional Role:
  • Execute the RFP and Contract Administration process as per the Tawazun Procurement Department Policy and Procedures.
  • Deliver bid analysis and recommendations, liaison with internal client governance teams for contract approvals, savings reporting, documentation and compliance.
  • Letting of contracts and/or agreements (in liaison with the Legal Department, for changes in standard terms & conditions when required) under supervision of the Contract Manager.
  • Responsible for commercial evaluation tender submission and actively participate in the selection process of bidders to ensure fair and transparent process has been followed and documented.
  • Create and manage the bid calendar (via procurement plan), lead category events, bid process, commercial evaluation, recommendations, contract document preparation, functional reviews and approvals according to Tawazun Delegation of Authority.
  • Negotiate contract terms, pricing and payment schedules with all Suppliers, under the supervision of Contract Manager.
  • To monitor and track savings to meet assigned targets for delivery of commercial and business objectives.
  • Support End Users in the event of disputes due to non/poor performance by contracted supplier.
  • Mitigate project risk/cost through implementation of contract variations, clarifications, and exceptions as when required.
  • Review requests for deviations from contract specifications and/ or delivery schedules and determine validity and feasibility.
  • Work closely with Tawazun division and subsidiaries where required to provide procurement services to execute tendering, negotiation and bidder selection and contract preparation.
  • Create a comprehensive file (electronic and paper based) for each purchase requisition and file all supporting documentation accordingly.
  • Perform any other relevant tasks as directed by the Contract Manager.
Essential Minimum Qualifications:
  • Degree or equivalent in a related field (Business Administration, Supply Chain Management)
Preferred Experience:
  • 3/4 years relevant experience in field of Procurement and/or Supply Chain Management or equivalent.
  • Familiar with RFP and Contract drafting.
