Profile Middle East is a service provider with more than 20 years of experience in the market which specializes in Technical Field and HR Consultancy Services in the Industrial Sector (Oil & Gas, Engineering, Construction, Commissioning) with our focus on the Middle East region and a worldwide presence.For our own projects, we are looking for: PROJECT COST ENGINEERRef code: CR_2403-127_Project Cost EngineerJob summaryMISSION:Responsible for developing an integrated cost plan incorporating all stakeholders and technical functions with specific emphasis on integration with the Schedule Management Plan, implementing and managing the cost plan to ensure enough cost control.TASKS:

Performing or supervising project/construction cost control activities, developing cost control programs and coordinating integrated cost control activities under standard procedure and system;
Producing routine project/construction cost and financial reports for submission to field control manager and construction manager;
Supporting customer payment application and invoicing process by preparing payment applications accurately and on time;
Verifying bottle neck of collecting money and set up resolution;
Calculating and recording cost impact caused by change order;
Estimating and recording the cost of back charge to subcontractors;
Reviewing whether vendor's estimation is reasonable and meet SECL's requirements;
Interfacing with accounting, procurement, engineering and other groups where necessary for the implementation of common cost coding and work breakdown structure across the project;
Performing basic project/construction cost control activities in accordance with approved procedure;
Receiving and checking subcontractor's invoices;
Researching material price and cost of subcontractor tendency;
Assisting to produce cost report;
Organizing change order history to analyze cost impact;
Receiving vendor's estimation;
Collecting manpower, work volume and schedule to estimate cost effectively;
Receiving and Check Materials, Services, Rental Manpower & Equipment invoices;
Preparing Construction 3 months Cash flow forecast;
Cube MDG Operation (Vendor Registration);
Reviewing and checking Monthly Progress Payment Certificate of the Subcontractors in accordance with Subcontract BOQ (Bill of Quantity and Rates);
Developing the contractual requirements relating to cost control & estimation, invoicing of payment & variations to be stipulated in the agreements;
Monitoring, for subcontracts and other significant items, progress and the value of work done;
Liaising with EPC and Installation functions, to maintain awareness of project/construction activities and their impact on the project/construction budget, schedule and cost forecast;
Preparation of client invoice;
Analyzing committed costs and activities to-date (actual vs budget performance and productivity);
Reviewing monthly the forecasts to complete, any deviation from baselines and the effect of the corrective actions taken by PM/CM;
Reviewing Subcontract Agreement, Purchase Order, Change & Work Orders specially the price and unit rate;
Operating SAP System and data structure.

QUALIFICATIONS:

Bachelor's Degree in Engineering;
Proven 5+ years of work experience as a Project Cost Engineer, preferred “Joint Venture Projects Cost Control Experience for the megasize Oil & Gas Hydrocarbon Projects;
SAP operation (V/O,P/R, P/O Creation, Invoice Posting, Bond Registration);
Analytical thinker with demonstrated talent for planning, initializing and implementing operational procedures and streamlining complex work procedures.
Fluent level of written and spoken English.
