- Ensure effective interface and relationships between construction and commissioning teams, engineers and vendors in the design and construction phases to align systemisation, pre-commissioning requirements, and turnover.
- Participate in workshops on design aspects that may assist in pre-commissioning, commissioning and start-up activities.
- Attend and provide input at P&ID, hazard and model reviews.
- Input to the pre-commissioning budget, including staffing and subcontractor requirements.
- Expedite the preparation and turnover of pre-commissioning record (closeout) documentation throughout the project.
- Accountable for delivery of fit for purpose project documentation for pre-commissioning activities and for providing input to construction and commissioning procedures.
- Supporting the preparation of the Project Construction Execution Plan and the Pre-Commissioning and Commissioning Plan.
- Oversight of all on site pre-commissioning activities as appropriate including P&ID checking (system check/walk-down/punching).
- Attends pre-start up safety reviews with client and construction contractor (and PMC and licensor as appropriate).
- Responsible for ensuring full punch-list close out of items relating to pre-commissioning scope.
- Manages, directs and guides pre-commissioning team to ensure delivery against milestones and Key Performance Indicators (KPI's).
- Responsible for overseeing the management of related site materials and logistics
- Oversee and manage contractor, subcontractor and vendor activities associated with pre-commissioning.
- Where required, interface with commissioning and start-up teams and supporting final turnover of the facility/plant.
- Provide leadership in health, safety and environmental (HSE) issues on site and maintain overall responsibility for ensuring that the team complies with the HSE Plan.
- Accountable for hazard/risk analysis performance and mitigating risk appropriately before start of activities.
- Establish progress reporting systems for all phases of the pre-commissioning scope.
- Ensure the Pre-Commissioning and Comissiong Plan is in compliance with the appropriate external regulatory bodies and Wood procedures and systems.
- Typically, line manages up to 10 people. Typically coordinates with supporting and adjacent functions and personnel, requiring awareness of related activities. Integrates and coordinates relationships with other parts of the Wood and client organizations.
- Decision-making involves the use of professional judgment and there is an emphasis on the development of new/improved procedures and on the translation of policy into operational plans.
- Interaction with others requires highly developed skills to change behaviour thought developing motivating, inspiring and persuading.
- The focus is on the delivery of medium-term results within clear policy and precedent, and outputs are subject to periodic review against targets. Role has a direct and controlling impact on performance of pre-commissioning activities.
- Has a contributory impact on organisational outcomes through the determination of resource utilization in the medium term and through the provision of technical advisory services upon which others take action.
- Typically qualified to ISCED Level 6 (Bachelors) in a relevant subject or equivalent combination of qualifications and experience.
- Appropriate level of pre-commissioning and commissioning experience in relevant industry sector, typically a minimum of 20 years of practical experience.
- Good standard of general computer literacy.
- Fully conversant with regards to discipline technical knowledge.
- Expert level of experience interpreting discipline documentation.
- Ability to monitor work progress and report against the plan.
- Ability to advise system and subsystem priorities within pre-commissioning activities with a view to achieving early turnover.
- Experience of managing a pre-commissioning delivery team.
- Excellent organisational and communication skills.
- Good judgment and reasoning ability.
- Methodical thinker, able to apply advanced problem-solving techniques to a variety of situations.
- Good time management and the ability to multi-task; able to maintain an overview of multiple elements of a project, while still handling day-to-day activities.
