- Prepare and implement the section's annual operational plan, including targets, indicators, and budget requirements.
- Develop organizational policies and procedures for data management and monitor team compliance.
- Design and develop data architecture infrastructure to accelerate analysis and effective reporting.
- Build the general framework and methodology for institutional data analysis and management, providing technical guidance on data sources and validation.
- Oversee the development of data operation and archiving standards, ensuring alignment with government policies.
- Review technical documents, data visualizations, and reports to ensure quality and accuracy.
- Integrate emerging technologies and modern initiatives into data management processes and structures.
- Evaluate changes to databases and ensure they meet business requirements.
- Monitor data system performance and provide technical recommendations for hardware, software, and storage improvements.
- Oversee data security in cooperation with relevant authorities and implement digital security policies.
- Supervise the collection and analysis of institutional and sectoral data, providing data-driven recommendations to decision-makers.
- Coordinate with Digital Dubai and the IT Department to develop and implement an integrated data management plan.
- Conduct periodic data maturity reviews and develop improvement plans based on results.
- Supervise the development of a central database for strategic and sectoral data to support decision-making.
- Manage collaboration with Digital Dubai to select and approve data analysis tools according to government standards.
- Ensure adherence to information security, data confidentiality, and health and safety policies.
- Operational & Financial Management
- Provide periodic reports and data to the Department Director to highlight areas for improvement and operational excellence.
- Identify performance gaps and provide recommendations for corrective actions to mitigate risks.
- Provide inputs for budget preparation and monitor budget execution to ensure alignment with approved allocations.
- Prepare strategies for manpower planning, recruitment, training, and development.
- Set section goals and conduct mid-year and end-of-year performance reviews.
- Provide guidance to staff on operational issues and employee management.
- Bachelor's degree in Data Science, Statistics, Management Information Systems (MIS), Computer Engineering, Data Analysis, or equivalent from an accredited university.
- At least 7 years of relevant professional experience.
- Ability to lead multi-disciplinary teams, lead high-impact planning, and apply industry trends to strategy.
