- Act as the primary on-site representative and lead the supervision team including engineers and inspectors.
- Enforce the Project Execution Plan and oversee daily construction of roads, wet utilities, and dry utilities.
- Ensure coordination between stormwater, sewerage, potable water, irrigation, electrical, ICT, gas, and district cooling works.
- Monitor contractor resources, construction methods, and sequencing against approved programme.
- Identify risks to progress and implement mitigation strategies.
- Administer the contract under FIDIC conditions, protecting the Employer's contractual position.
- Review contractor notices, claims, variations, and EOT submissions within contractual timelines.
- Assess prolongation costs, disruption claims, and entitlement evaluations.
- Review and certify interim payment applications based on actual progress.
- Issue contractual correspondence including site instructions and notices to correct.
- Maintain comprehensive project records for claims defense and commercial protection.
- Supervise roadworks including subgrade, subbase, asphalt, kerbs, and interlocks.
- Oversee stormwater drainage, sewerage, rising mains, potable water, firefighting, irrigation, electrical, street lighting, ICT, and utility diversions.
- Verify compliance with approved shop drawings, method statements, and inspection test plans.
- Monitor testing, commissioning, and authority compliance prior to handover.
- Enforce implementation of the Project Quality Plan.
- Review and approve material submittals, shop drawings, and technical proposals.
- Conduct inspections and audits, raise and close NCRs.
- Verify accuracy of as-built drawings, O and M manuals, and commissioning reports.
- Ensure authority approvals and compliance requirements are met.
- Review baseline and updated schedules with the planning team.
- Assess delays, concurrency, and mitigation measures.
- Provide technical input for delay analysis and contractual evaluations.
- Prepare weekly and monthly progress reports highlighting risks, delays, and contractor performance.
- Enforce strict compliance with approved HSE plans.
- Monitor high-risk activities including deep excavations, confined spaces, and traffic diversions.
- Participate in audits and incident investigations.
- Liaise with client, PMC, and Dubai authorities for inspections and approvals.
- Coordinate NOCs, tie-ins, and final authority sign-offs.
- Chair progress and coordination meetings.
- Oversee testing, commissioning, and taking-over procedures.
- Track defects notification obligations.
- Manage snagging and final acceptance processes.
- Ensure complete documentation prior to project closeout.
- Bachelor's degree in Civil Engineering, Master's preferred.
- Minimum 15 years of experience in roads and infrastructure projects with at least 5 years as Resident Engineer.
- Strong working knowledge of FIDIC Red Book conditions of contract.
- Proven UAE infrastructure and authority coordination experience.
- Demonstrated expertise in contract administration, variation assessment, and EOT evaluation.
