Degree Level: Bachelor's DegreeJob Description:The Manager - Performance Planning & Policies. is responsible for developing, governing, and maintaining HR policies across AD Ports Group, while ensuring that all policies are fully supported by robust, automated digital systems. The role provides strategic oversight in aligning local policies with global standards and drives digital transformation to enhance compliance, employee experience, and operational excellence.Responsibilities:Core Responsibilities:Lead the full creation, review, revision, and governance of HR policies, procedures, and guidelines.Ensure policies comply with UAE legislation, Group governance requirements, regulatory bodies, and audit expectations.Embed clarity of roles, responsibilities, approval authorities, and controls within all policies.Manage policy consultation, alignment, and validation with Legal, Compliance, Risk, HRBPs, and leadership stakeholders.Own the HR Policy Hub content, ensuring updates, version control, accessibility, and communication rollouts.Harmonize policy frameworks to ensure consistent definitions, processes, and governance models across all geographies.Review global corporate policies and adapt them for local compliance while maintaining alignment with Group-wide HR governance.Support integration requirements for policy alignment during mergers, acquisitions, expansions, and global restructuring.Translate policy requirements into digital processes, automated workflows, and system rules (Oracle Fusion, SharePoint, Mehwar, etc.).Ensure every HR policy has corresponding system support that enables compliance, transparency, tracking, and auditability.Lead enhancement of HR digital tools, ensuring seamless employee experience and minimizing manual interventions.Identify system gaps and drive continuous improvement initiatives for automation and policy execution.Maintain dashboards that monitor workflow KPIs, compliance tracking, approval performance, and exception trends.People Management Responsibilities:Provide effective leadership, supervision, and guidance to the teamFoster a collaborative and inclusive work environment that encourages creativity, innovation, and high performanceManage the performance of direct reports, provide constructive feedback and recognize achievementsStrategic Responsibilities:Develop policy frameworks, templates, governance models, and annual policy review cycles.Qualifications:Educational and Technical Qualifications:Bachelor's degree in Human Resources, Business Administration, or a related fieldHR certifications in Change Management, HR or related field (e.g., SHRM-CP, PHR) is a plusLanguage Skills:Fluency in English. Arabic is an added advantageYears of Experience:A minimum of 10 years of experience in a similar role.Combined experience in HR policy development, governance, HR systems, or digital transformation.Strong experience with Oracle Fusion or similar HRIS platforms.Experience in large government or semi-government entities is an advantage.Exposure to global policy frameworks is preferred.Nature of Experience:Strong experience in HR policy development and governance within large or complex entities.Hands-on experience with HR digital systems (Oracle Fusion or similar), workflow configuration, and automation.Proven ability to translate policies into system-supported processes with clear controls and auditability.Exposure to global policy frameworks and aligning local policies with international standards.Experience supporting audit, compliance, and risk reviews related to HR policies and systems.Demonstrated capability in cross-functional collaboration with Legal, Compliance, IT/Digital, HR Ops, and leadership.
