  • Lead engagement with government entities, municipalities, regulatory authorities, and utility providers.
  • Secure all required NOCs, permits, statutory approvals, and clearances in alignment with programme timelines.
  • Act as the primary interface between the infrastructure programme and external stakeholders.
  • Monitor authority approval processes and proactively resolve bottlenecks or delays.
  • Coordinate submission packages and ensure documentation complies with authority requirements.
  • Maintain stakeholder registers, approval trackers, and structured reporting dashboards.
  • Identify and mitigate stakeholder related risks and third party impacts.
  • Provide regular status updates to senior project leadership regarding approvals and regulatory risks.
  • Support cross functional coordination between engineering, planning, and construction teams to maintain alignment.
Ideal Profile
  • Minimum 15 years of experience in stakeholder coordination on major infrastructure or development projects.
  • Proven experience securing permits, NOCs, and statutory approvals from UAE government authorities and utilities.
  • Strong knowledge of local authority regulations, processes, and approval frameworks.
  • Demonstrated experience in stakeholder or authorities liaison roles on large scale programmes.
  • Arabic language proficiency is mandatory.
  • Middle East experience, particularly within the UAE, is highly advantageous.
  • Strong negotiation, communication, and relationship management capabilities.
  • Degree in Engineering, Planning, Public Administration, or related discipline; Master's preferred.
