Program Director - Parsons Corporation - Dubai, UAE

• Establish and manage program requirements across all project areas, ensuring deliverables meet approved criteria
• Oversee development and implementation of Project Execution Plans, Health and Safety Plans, QA and QC plans, and related governance documents
• Act as company representative with clients, key stakeholders, and selected subcontractors throughout program execution
• Negotiate scope changes with clients and subcontractors while protecting commercial and contractual interests
• Collaborate with business development teams to support client relationships and secure additional program work
• Participate in negotiations with regulatory authorities and represent the program in public and stakeholder meetings
• Direct and manage all phases of the program to ensure delivery within schedule, budget, and contractual obligations
• Mobilize internal resources to build high-performing project teams capable of delivering complex rail infrastructure
• Lead development of budgets, schedules, and execution strategies with project managers and discipline leads
• Monitor program performance, milestones, risks, and issues impacting cost and schedule, reporting regularly to senior management
• Implement corrective action plans to address delays, cost overruns, or scope changes and advise clients accordingly
• Promote technical, commercial, and quality excellence through structured QA processes
• Chair regular progress meetings and ensure timely resolution of action items
• Perform additional leadership responsibilities aligned with program delivery needs

• Bachelor's degree in Engineering or a related technical or business discipline
• Over 20 years of progressive experience managing large-scale infrastructure programs
• Proven record of delivering multi-billion-dollar metro or rail projects from concept through closeout
• Extensive background in program management or construction management at senior leadership level
• Strong understanding of industry regulations, standards, and large infrastructure delivery models
• Demonstrated ability to manage programs valued in excess of 1 billion in total installed cost
