Establish and manage overall program requirements, ensuring all deliverables align with contractual, technical, safety, quality, and performance criteria
Oversee development and implementation of the Project Execution Plan, Health and Safety Plan, Quality Assurance and Quality Control Plan, and related governance frameworks
Act as the primary company representative with the client, key stakeholders, and major subcontractors throughout the program lifecycle
Lead scope management activities including negotiation and approval of changes with clients and subcontractors
Provide strategic leadership across all program phases to ensure delivery within approved budget, schedule, and contractual obligations
Mobilize and manage multidisciplinary teams capable of delivering high-quality outcomes across design, construction, and closeout stages
Collaborate with internal leadership, discipline managers, and project engineers to develop integrated budgets, schedules, and execution strategies
Monitor program performance, milestones, risks, and opportunities, reporting regularly to executive management
Identify potential cost overruns, delays, or scope changes and implement corrective action plans while advising clients and company leadership
Support business development initiatives by strengthening client relationships and securing follow-on or additional work
Participate in regulatory negotiations, authority engagements, and public meetings in support of client objectives
Ensure consistent application of quality assurance processes to promote technical and commercial excellence
Lead regular progress and coordination meetings and ensure clear communication of decisions and action itemsCandidate Requirements
Bachelor's Degree in Engineering or a related technical or business discipline
Minimum 20 years of progressive experience managing major infrastructure programs, with a strong track record in metro or rail project delivery
Proven experience managing programs with total installed costs exceeding USD 1 billion
Demonstrated leadership at Program Director level on large, complex infrastructure or transportation projects
Strong technical, commercial, and business acumen across design, construction, and contract administration
In-depth knowledge of industry standards, regulations, and best practices relevant to rail and metro projects
Advanced leadership, stakeholder management, and decision-making capabilities
Excellent written and verbal communication skills suitable for executive, client, and public-facing engagements
