Senior Transport and Mobility Engineer - Urban Traffic Operations - Parsons Corporation - Dubai, UAE

• Lead comprehensive mobility assessments across corridors, intersections, and expressway segments
• Conduct advanced traffic operational analyses using data analytics, simulation models, and performance diagnostics
• Develop integrated improvement programs including adaptive signal control, coordinated timing, ramp metering, and active traffic management
• Design ITS-driven solutions to optimize network performance and traveler information systems
• Formulate strategies to improve driver behavior, enforcement effectiveness, and pedestrian protection
• Translate technical findings into prioritized short-term and long-term improvement roadmaps
• Collaborate with signal, ITS, safety, and enforcement specialists to ensure buildable and compliant solutions
• Support preparation of concept designs and functional requirements aligned with agency standards
• Contribute to development of traffic management guidelines, procedures, and operational frameworks
• Coordinate with consultants, contractors, and government agencies to integrate mobility strategies into work programs
• Prepare executive-level reports, presentations, and stakeholder briefing materials

• Bachelor's degree in Civil Engineering, Transportation Engineering, or related discipline
• Minimum 10 years of progressive experience in traffic operations and mobility strategy development
• Strong expertise in arterial and expressway operations, congestion management, and ITS applications
• Demonstrated experience leading corridor and network performance assessments
• Proficiency in traffic modeling and simulation tools such as Synchro, SIDRA, VISSIM, or equivalent
• Experience working with metropolitan or national transportation agencies
• Strong analytical and systems-thinking capabilities
• Excellent written and verbal communication skills in English
