This role is central to managing the full lifecycle of No Objection Certificate processes across a complex rail project environment. The NOC Technical Manager ensures that all approvals are secured on time while minimizing risks, resolving conflicts, and aligning stakeholders including authorities, consultants, and contractors. The position directly supports project delivery timelines, regulatory compliance, and infrastructure development success.Key Responsibilities
- Manage end-to-end NOC processes for major railway infrastructure projects across UAE authorities
- Coordinate with government entities, consultants, and contractors to secure required approvals
- Review NOC submissions and ensure all documentation meets regulatory and technical standards
- Monitor application progress and proactively follow up to accelerate approval timelines
- Identify technical and operational impacts of incoming and outgoing NOCs across the programme
- Provide advisory insights to client teams regarding risks, delays, and approval challenges
- Maintain organized records of all submissions, approvals, and communications
- Ensure compliance with local regulations and authority requirements in Dubai and Abu Dhabi
- Prepare regular progress reports and updates for senior management and stakeholders
- Resolve issues related to NOC approvals efficiently to avoid project delays
- Bachelor's degree in engineering or related discipline with strong technical background
- Minimum 15 years of experience in infrastructure design or construction projects
- At least 5 years of direct experience managing NOC processes in UAE projects
- Proven experience in railway or large-scale infrastructure developments
- Strong understanding of UAE authority regulations and approval workflows
- Ability to manage multiple stakeholders and complex project environments
