NOC and Authorities Coordination Engineer - AECOM - Dubai, UAEPosition Overview

  • Coordinate with project management and design teams to ensure authority submission requirements are met.
  • Submit Information NOC, Pre Final Design NOC, Preliminary Design NOC, and Final Design NOC via RTA E NOC portal in line with project schedules.
  • Monitor NOC status and communicate authority comments promptly to relevant teams.
  • Liaise with RTA, DEWA, Dubai Municipality, DDA, Trakhees, Etisalat, DU, DCD, Dubai Police, Dubai Ambulance Services and other authorities.
  • Manage submission and follow up of master plans and building permits via online portals including Dubai BPS and RTA ROWPS.
  • Coordinate design study submissions and revisions of final design packages.
  • Prepare and maintain updated NOC and sign off sheet trackers.
  • Arrange coordination meetings between design teams and authorities when required.
  • Ensure compliance with authority guidelines, specifications, and regulatory frameworks.
  • Review utility diversion plans, as built drawings, and method statements prior to submission.
  • Support HSE compliance related to microtunneling and underground utility works.
Ideal Profile
  • Bachelor's degree in Civil Engineering or related discipline.
  • 8 to 10 years of experience in infrastructure or transportation projects with exposure to microtunneling and underground utilities.
  • Proven track record in NOC submissions and authority coordination within UAE.
  • Strong understanding of permit requirements and regulatory approval processes.
  • Experience preparing and validating NOC documentation and technical submittals.
  • Excellent stakeholder management and proactive follow up capabilities.
  • Strong report writing and communication skills.
