Procurement Engineer - PMV Research - Azizi Developments - Dubai, UAE

• Conduct in-depth market research on construction plant, heavy machinery, and vehicle categories
• Benchmark OEMs, dealers, rental companies, and service providers across UAE and GCC markets
• Track pricing trends, lead times, availability, warranty terms, AMC and CMC options, and resale values
• Analyze buy versus rent versus lease scenarios and lifecycle cost implications
• Review technical specifications including capacity, performance, fuel efficiency, and safety features
• Prepare technical and commercial comparison matrices for PMV equipment
• Support preparation of capex proposals, budget estimates, and sourcing recommendations
• Provide data inputs to support negotiations and vendor finalization decisions
• Coordinate with project managers, plant managers, operations, and procurement teams
• Maintain structured PMV vendor databases, equipment catalogs, and cost benchmarks
• Track regulatory, certification, and compliance requirements applicable to PMV assets
• Maintain research documentation and reports to support audits and governance

• Bachelor's degree in Mechanical Engineering, Civil Engineering, or Industrial Engineering
• 5-9 years of experience in PMV procurement, plant engineering, or procurement research roles
• Strong exposure to construction equipment, heavy machinery, and fleet management
• Experience within UAE or GCC PMV markets preferred
• Strong technical understanding of PMV specifications and performance parameters
• Excellent research, benchmarking, and analytical skills
• Ability to prepare cost models, comparison sheets, and feasibility assessments
• Knowledge of total cost of ownership and lifecycle analysis
• Proficiency in MS Excel, presentations, and procurement documentation tools
• Strong coordination and communication skills
• Detail-oriented with a focus on data accuracy and decision support
