- Manage and coordinate all NOC applications with authorities and utility agencies including RTA, DM, DEWA, Etisalat, DU, Civil Defense, and others as required.
- Review NOC drawings, applications, and supporting documents for accuracy and completeness prior to submission.
- Track and follow up on the status of all NOC submissions, maintaining a detailed register of applications, comments, and approvals.
- Coordinate between design consultants, contractors, and stakeholders to resolve conflicts in design and site execution stages.
- Ensure timely clearance and approvals are obtained for all project-related works, including, stormwater, and road corridor activities.
- Attend authority coordination meetings, prepare presentations and reports, and represent AECOM in stakeholder discussions.
- Review utility layouts, diversion proposals, and as-built drawings to ensure alignment with authority standards.
- Support the supervision team in verifying that site works comply with approved NOCs and permit conditions.
- Maintain updated knowledge of authority procedures, online portals, and GIS systems for NOC processing.
- Prepare and submit weekly and monthly NOC status reports, highlighting pending items and potential delays.
- Coordinate internally with the planning and design teams to align project schedules with NOC deliverables.
- Ensure compliance with AECOM's internal procedures for document control, correspondence, and stakeholder management.
- Support in resolving utility-related technical and coordination issues on-site.
- Maintain strong professional relationships with authority representatives to facilitate smooth communication and problem resolution.
- Minimum 3 years of post-graduate experience in utility coordination and NOC management for infrastructure and road projects.
- Proven experience dealing with RTA, DM, DEWA, Etisalat, DU, and other UAE authorities.
- Strong understanding of utility network layouts, diversion designs, and coordination procedures for stormwater, sewerage, potable water, power, telecom, and irrigation networks.
- Experience with large-scale urban infrastructure and microtunneling projects is an advantage.
- Excellent communication, follow-up, and stakeholder engagement skills.
- Prior UAE experience (minimum 5 years) is essential, particularly within Dubai projects.
