Senior NOC Engineer - AECOM Middle East - Dubai, UAE

• Coordinate with project management, design teams, and stakeholders to ensure authority submission requirements are met
• Manage submission and follow-up of Information NOC, Preliminary Design NOC, Pre-Final Design NOC, and Final Design NOC through the RTA E-NOC portal
• Support design teams during kick-off and coordination meetings throughout the NOC process
• Ensure all design deliverables comply with authority guidelines, standards, and specifications
• Submit and follow up on Initial and Final Master Plans with DDA, Dubai Municipality, and Trakhees through relevant portals
• Manage submission and approval of Sign-Off Sheets with DEWA PTP, DEWA WTP, Du, Etisalat, DM, DCD, Dubai Police, Dubai Ambulance Services, and other authorities
• Handle Building Permit submissions through Dubai-BPS
• Coordinate with DDA for Final Design submissions and revisions
• Monitor progress of NOC applications and ensure authority comments are communicated promptly to relevant teams
• Act as liaison between authorities and project teams, arranging coordination meetings when required
• Follow up with authorities to secure feedback, approvals, and clearances within agreed timelines
• Prepare and maintain accurate NOC and SOS trackers for monitoring and reporting purposes

• Bachelor's degree in Engineering, Architecture, or a related discipline
• Proven experience in NOC coordination, authority liaison, or regulatory approvals in Dubai
• Strong knowledge of authority requirements including RTA, DDA, DM, DEWA, DCD, and related entities
• Experience using RTA E-NOC, Dubai-BPS, and other authority submission portals
• Ability to manage multiple submissions and deadlines simultaneously
• Strong communication, coordination, and organizational skills
• High attention to detail and compliance awareness
