Parsons Corporation is seeking an experienced Resident Engineer - Infrastructure to oversee the construction, installation, testing, and commissioning of major utility and infrastructure works in Dubai. This role is critical to ensuring that all wet and dry utility services are executed in line with approved designs, contract requirements, authority standards, and project quality, safety, and schedule objectives. Act as the primary on-site representative for all infrastructure and utilities works
Monitor daily construction activities to ensure compliance with approved drawings, specifications, and method statements
Coordinate interfaces between wet utilities, dry utilities, roads, structures, and other civil works
Review and approve contractor shop drawings, materials, method statements, inspection and test plans, and technical submittals related to utilities
Supervise installation of potable water, firefighting, irrigation, sewerage, stormwater drainage, district cooling, electrical networks, street lighting, ICT, telecoms, and gas networks as applicable
Review hydraulic calculations, capacity checks, and utility layouts where required
Ensure correct alignment, levels, clearances, protection, and separation of utility services in accordance with standards and authority requirements
Oversee testing, commissioning, and handover of all utility systems with complete and compliant documentation
Implement project quality control procedures and conduct inspections, NCRs, and corrective action follow-ups
Ensure compliance with UAE local authority standards, regulatory requirements, and international codes of practice
Promote a strong HSE culture and ensure all works comply with the approved HSE plan
Identify and mitigate site risks related to deep excavations, confined spaces, traffic management, and utility crossings
Coordinate with clients, consultants, contractors, authorities, and utility providers for approvals, permits, inspections, and tie-ins
Maintain detailed site records, inspection reports, test results, correspondence, and progress documentation
Prepare periodic progress reports highlighting risks, constraints, and mitigation measures
Support variation and claim assessments through accurate technical input and site recordsCandidate Requirements
Bachelor's degree in Civil Engineering or a related discipline
Minimum 15 years of experience in infrastructure and utilities projects, including at least 5 years in a Resident Engineer or senior supervision role
Strong experience with UAE local authority standards, codes, and approval processes
Proven ability to manage multi-disciplinary contractors and resolve complex site coordination issues
Strong leadership, organizational, and problem-solving skills
Ability to work under pressure and manage multiple priorities to meet project deadlines
Excellent report-writing and communication skills in English, with Arabic language skills preferredAbout the Company
