Senior Cost Manager - Pre-Contract and Advisory - AECOM - Dubai, UAE

• Lead pre-contract cost management activities including feasibility studies, detailed measurement, cost estimation, and value engineering
• Provide strategic advisory on procurement routes, tender analysis, and contractor selection
• Manage high-value projects exceeding US$ 200 million in capital expenditure
• Act as primary client point of contact for mid and large-scale developments
• Develop and oversee cost plans across all pre-contract stages
• Manage benchmarking data, internal reporting, and cost intelligence databases
• Ensure quality control procedures and compliance with internal standards
• Lead and mentor project teams, typically managing teams larger than six professionals
• Allocate resources efficiently in line with project requirements and timelines
• Monitor performance of direct reports and support professional development

• Bachelor's Degree in Quantity Surveying, Engineering, or related construction discipline
• Chartered RICS Membership MRICS
• Minimum 12 years post-graduate experience in cost management
• At least 5 years of experience in Dubai or the Middle East
• Proven experience in high-end residential, commercial, and hospitality projects
• Strong leadership skills with ability to operate independently under minimal direction
