The Resident Engineer Infrastructure Utilities acts as the primary on-site representative responsible for supervising multidisciplinary utility works, coordinating stakeholders, and ensuring quality, safety, and timely project delivery. The role requires strong technical expertise in utility networks, authority coordination, and site management within complex infrastructure environments.Key Responsibilities
  • Act as the primary on-site representative for all utilities and infrastructure works
  • Monitor daily construction activities to ensure compliance with approved drawings, specifications, and method statements
  • Coordinate interfaces between wet and dry utilities, roads, structures, and other civil works
  • Review and approve shop drawings, materials, method statements, ITPs, and technical submittals related to utilities
  • Supervise installation of potable water, firefighting, irrigation, sewerage, stormwater drainage, district cooling, electrical networks, street lighting, ICT, telecoms, and gas systems
  • Review hydraulic calculations, capacity checks, and network layouts as required
  • Ensure correct alignment, levels, protection, and separation of utility services in accordance with standards and authority requirements
  • Oversee testing and commissioning of utility systems and ensure full compliance documentation
  • Implement quality control procedures and conduct inspections across all utility works
  • Issue and close NCRs and monitor corrective actions
  • Verify as-built drawings, operation manuals, and handover documentation
  • Promote compliance with project HSE plans and participate in safety audits and investigations
  • Identify and mitigate site risks related to excavations, confined spaces, traffic management, and utility crossings
  • Liaise with clients, contractors, consultants, and utility authorities for approvals, inspections, permits, and tie-ins
  • Attend progress and coordination meetings and provide technical input on utility matters
  • Maintain accurate site records and prepare progress and technical reports
  • Support variation claims and assessments through technical documentation and site records
Candidate Requirements
  • Bachelor's degree in Civil Engineering or related discipline
  • Minimum 15 years experience in infrastructure and utilities projects
  • At least 5 years experience in a Resident Engineer or senior site supervision role
  • Strong experience with UAE local authority standards and utility requirements
  • Proven ability to manage multidisciplinary contractors and complex site coordination
  • Strong reporting, documentation, and communication skills
  • Proficiency in English; Arabic language skills are an advantage
  • Ability to work under pressure and manage multiple priorities effectively
