Senior Utilities Engineer Infrastructure Utilities Coordination and NOC Approvals - Parsons Corporation - Dubai UAE

• Prepare utilities drawings, cross sections, and technical documentation for infrastructure utilities networks
• Utilize Autodesk Civil 3D and Bentley OpenRoads Utilities for utilities design and documentation
• Monitor progress of utilities drawings and documentation required for NOC approvals
• Coordinate with internal teams, clients, contractors, and consultants to resolve technical utilities issues
• Liaise with government departments and infrastructure service authorities across Dubai and Northern Emirates
• Track utilities NOC submissions and ensure approvals are completed within project timelines
• Attend coordination meetings and support design teams during NOC approval processes
• Participate in design review meetings and recommend technical improvements where necessary
• Prepare technical reports and documentation for management and project stakeholders
• Collect information from government agencies and project consultants to address technical queries
• Provide engineering guidance to CAD designers, drafters, and junior engineers working on utilities design
• Support infrastructure design development including pipelines, connection chambers, pumping stations, and road crossings
• Supervise project engineering tasks including technical calculations, drawings, procurement documentation, and design packages

• Bachelor's degree in Civil Engineering or related engineering discipline
• Minimum seven years of experience in utilities engineering and NOC coordination within infrastructure projects
• Strong experience working with government authorities and service agencies in Dubai and Northern Emirates
• Knowledge of utilities infrastructure including pipelines, pumping stations, chambers, and underground networks
• Familiarity with local infrastructure authority standards and technical requirements
• Experience coordinating emergency works and infrastructure maintenance activities
