The Resident Engineer Infrastructure Utilities acts as the primary on-site authority for all utility-related activities, coordinating multidisciplinary works and ensuring quality, safety, and compliance across water, wastewater, stormwater, power, telecom, gas, and associated civil infrastructure.Key Responsibilities
Act as the primary onsite representative for all infrastructure and utilities works
Monitor daily construction activities to ensure compliance with approved drawings, specifications, and method statements
Coordinate interfaces between wet utilities, dry utilities, roads, structures, and other civil works
Review and approve contractor shop drawings, materials, method statements, inspection and test plans, and technical submittals
Participate in constructability reviews and resolve design and site issues
Supervise installation of potable water, firefighting, irrigation, sewerage, stormwater drainage, district cooling, electrical networks, street lighting, ICT, telecom, and gas systems
Review hydraulic calculations, capacity checks, and network layouts when required
Ensure correct alignment, levels, protection, and separation of all utility services
Oversee testing and commissioning activities and verify compliance documentation
Implement project quality control procedures and conduct site inspections
Issue and follow up on non-conformance reports and corrective actions
Verify as-built drawings, operation manuals, and handover documentation
Promote compliance with health, safety, and environmental plans
Participate in HSE audits, toolbox talks, and incident investigations
Identify and mitigate site risks related to excavations, confined spaces, traffic management, and utility crossings
Coordinate with clients, consultants, contractors, and utility authorities for approvals, inspections, and permits
Attend progress and coordination meetings and provide technical input
Maintain accurate site records and prepare progress and technical reports
Support claims and variation assessments with technical and site documentationCandidate Requirements
Bachelor's degree in Civil Engineering or related discipline
Minimum 15 years experience in infrastructure and utilities projects
At least 5 years experience in a Resident Engineer or senior site supervision role
Strong knowledge of UAE local authority standards and utility requirements
Proven experience managing multidisciplinary contractors
Strong reporting, coordination, and communication skills
