• Lead the complete bid process including opportunity evaluation, proposal development, and submission
• Develop technical and commercial proposals for civil infrastructure projects across the Middle East
• Define winning strategies in collaboration with senior leadership and ensure alignment in all submissions
• Review tender documents, drawings, and client requirements to prepare accurate proposals
• Coordinate with discipline leads to develop cost estimates, resource plans, and delivery schedules
• Conduct market research to identify new business opportunities and growth areas
• Ensure prequalification requirements and vendor registrations are completed on time
• Manage preparation of presentations and reports for internal approvals and client submissions
• Participate in go or no-go decisions and support bid strategy development
• Oversee subcontractor engagement including obtaining quotations and negotiating terms
• Ensure compliance with company policies, governance processes, and risk management requirements
• Maintain accurate records and update CRM systems including Salesforce entries
• Present proposals to internal risk committees for approvals on high-value pursuits
• Monitor deadlines and ensure timely delivery of all proposal documentation
• Mentor and guide junior team members in proposal development and bid management

• Strong experience in bid management, proposal development, or business development within infrastructure projects
• Proven ability to manage complex bids and coordinate across multiple stakeholders
• Experience preparing both technical and commercial proposals
• Strong understanding of tendering processes, cost estimation, and contract requirements
• Excellent communication, leadership, and presentation skills
• Ability to work under pressure and manage multiple deadlines
