Senior Utilities Engineer - Parsons Corporation - Dubai, UAE

• Prepare utilities drawings, layouts, and cross sections using Autodesk Civil 3D and Bentley OpenRoads Utilities.
• Ensure designs comply with local authority standards and infrastructure regulations in Dubai and the Northern Emirates.
• Monitor progress of drawings and documentation required for NOCs and approvals.
• Liaise with government authorities, service providers, and client representatives to secure approvals and resolve technical issues.
• Track utilities NOCs and ensure timely completion in line with project schedules.
• Attend coordination meetings and support the design team throughout the NOC process.
• Participate in project design reviews and recommend technical improvements where required.
• Coordinate with agencies, third-party consultants, and contractors to address technical queries and reporting requirements.
• Prepare weekly and monthly technical progress reports.
• Develop engineering deliverables including calculations, drawings, procurement documents, and technical reports.
• Provide technical guidance to CAD designers, drafters, and junior engineers.
• Support emergency utility works and coordinate with infrastructure authorities when required.

• Bachelor's degree in Engineering.
• Minimum 7 years of experience in utilities engineering and NOC coordination within the UAE infrastructure sector.
• Experience in pipelines, connection chambers, pumping stations, and non-disruptive road crossings.
• Strong knowledge of existing infrastructure networks in Dubai.
• Familiarity with local services authorities regulations and standards.
• Experience handling emergency works and public coordination.
• Proficiency in Autodesk Civil 3D, Bentley OpenRoads, Primavera, MS Office, and related engineering software.
• Strong written and verbal communication skills.
